We’d like to supply our customers with an option to check out without paying, so they can pick up and pay for their order in our store. Is this a possibility?

For the payment, you could use our deferred payment method option. Essentially, this allows you to handle the payment on your end.
As for the pickup option, this could be achieved using a custom shipping method set to free.
